A toilet seat cover is a disposable piece of paper shaped like the toilet seat itself that can be placed on the seat by its user. Its purpose is to protect the toilet's user from germs that may be resting on the seat,[1] though scientific studies have cast doubt on the cover's value.

While toilet seat covers give public toilet users a sense of security, studies have shown they do not really protect a toilet user from disease.Nevertheless, the likelihood of catching a serious illness when using a toilet without one is low.

It is doubtful if toilet seat covers are really needed in order to protect a public toilet's user from disease. The cover is useless if the seat is wet, as the liquid on the seat will seep through the paper cover along with whatever germs it contains. But the part of the body that makes contact with the toilet seat is not an entry point for germs into the body unless the toilet's user has an open wound.

Toilet seat covers are used in women's rooms more often than in men's rooms because men urinate while standing, while women are usually forced to sit while urinating.

The toilet seats commonly seen in public washrooms are designed differently in order to ensure better sanitation. They are usually made with a gap in the front-center and no cover, which reduces the amount of spatter and eases the job of cleaning for janitorial staff.

In the early 20th century, it was fairly commonplace for toilet seats found in public restrooms to be black. However, since the second half of the century, the general preference in the United States has been to construct public restrooms with white toilet seats, thereby giving a brighter appearance. While some black toilet seats in the U.S. remain in some older restrooms, some U.S. jurisdictions, including the states of Maryland and Florida, have banned them from being installed in new restrooms, or from being used as replacements in existing ones, as they have been found to mask unsanitary conditions. Some places have actually considered laws that would require black toilet seats in public restrooms to be retrofitted with white ones. But these laws have been opposed by restroom owners for being costly. Still, black toilet seats remain commonplace elsewhere.
